Party Leaders Testify Before U.S. House Committee on Administration Panel; Democrats Secure Return to Countywide Voting

DALLAS, TX — Today, Dallas County Democratic Party Chair Kardal Coleman and Vice Chair Yasmin Simon testified before a shadow hearing of the U.S. House Committee on Administration, convened by Ranking Member Joe Morelle (NY-25) and Rep. Julie Johnson (TX-32) at the Communications Workers of America hall in Dallas.


The hearing examined the widespread voter disenfranchisement that occurred during the March 3rd Primary Election in Dallas County. An election defined by last-minute redistricting, obstructionist decisions by the Dallas County Republican Party, and deliberate interference that left thousands of voters turned away from the polls.


What Went Wrong and Why
Dallas County voters faced an impossible situation on March 3rd. Republican-led mid-decade gerrymandering, directed from Washington and carried out locally, imposed new precinct maps on Dallas County voters just weeks before the election. 


Compounding the chaos, Dallas County Republicans mandated precinct-based voting; a decision that ensured voters reassigned under brand-new maps would have nowhere to turn when they showed up at the wrong location.


The result: thousands of voters were turned away. Election administrators were handed an impossible task and set up to fail.


Dallas County Democrats Deliver
Even as Republicans worked to restrict access, Dallas County Democrats fought back and delivered results. The Dallas County Democratic Party pushed hard for election contracts to be structured to restore countywide voting for the upcoming Primary Runoff, ensuring that voters can cast their ballot at any polling location in Dallas County regardless of their precinct. Those contracts have been executed.


"What happened on March 3rd was not an accident, it was the result of a series of deliberate choices by Republicans, from the White House down to the county party, that made this election harder to run and harder to participate in," said Dallas County Democratic Party Chair Kardal Coleman. "While Republicans were busy running interference, Dallas County Democrats were doing the work — fighting for the contracts, fighting for countywide voting, and fighting to make sure every voter in this county has a fair shot."

"Thousands of our neighbors were turned away from the polls, and that falls squarely on the Republican Party," said Vice Chair Yasmin Simon. "Dallas County Democrats are here — at the county level and now before Congress — to make sure the system that failed voters in March is never allowed to fail them again."


About the Shadow Hearing
The shadow hearing was convened today, April 13, 2026, from 1:00–2:00 PM at the Communications Workers of America, 1408 North Washington Avenue Dallas, Texas. The hearing was led by Ranking Member Joe Morelle and Rep. Julie Johnson, whose VOTE Act would establish minimum notification requirements to ensure voters are promptly informed of any polling place changes.
