Bylaws of the Precinct Chair Matters Committee
 
Name of Committee
The name of the committee shall be Precinct Chair Matters. Representatives from each district shall be known as House District Coordinators.
 
Description/Mission/Purpose
The Precinct Chair Matters committee’s operational responsibilities are to recruit, train, energize and retain qualified Precinct Chairs and partner with Party campaigns, including Coordinated Campaigns, at the House District level. Committee members assist and guide Precinct Chairs in the performance of their duties. The committee has an equally important role in conveying the status and concerns of Precinct Chairs to the Advisory Council and the Party.
 
Relationship Between Committees and Other Party Organizations
Precinct Chair Matters Committee has an integral relationship with the Precinct Chairs. It also communicates closely with the County Chair, Executive Director and Office Manager. It reports its activities and minutes to the Advisory Council, its tasks to the Strategic Planning Committee, and interfaces with the Information Technology Committee on issues involving the Precinct Chair Resource Center of the Party website. It works with the Coordinated Campaign in mobilizing the Precinct Chairs for the countywide Democratic ticket.
 
Governance Rules
Robert’s Rules in their most current form would apply unless specified differently by state and county Democratic Party rules or rules specified in this document.
 
Committee Membership
House District Coordinators may serve for an indefinite period. Responsibilities include:
a)      Attend at least 50% of PCM meetings
b)      Attend at least 75% of Executive Committee meetings
c)      Provide trainings for PCs and keep track of the training
d)      Fill any vacancies that occur in their House District
e)      Meet at least yearly with their PCs and work with candidates
f)        Help with precinct logistics (walk lists, call lists, organization)
g)      Contact PCs before elections (ascertain level of commitment of PC)
h)      If PCs are inactive, encourage a new PC to file for the position
i)        Coordinators will report to Committee on certain issues, as requested by the Chair
 
Members at Large are not required to meet the requirements of the House District Coordinators.
 
Committee Chair
The Chair of the Committee will be elected for a term of two years by a majority of the House District Coordinators at its first regular Committee meeting following the election of representatives to the DCDP Advisory Council (AC). The Chair is responsible for recruiting HD Coordinators and filling any vacancies, with recommendations from Coordinators or the Advisory Council. It is desirable to have two Coordinators from each House District. The Chair is responsible for organizing, building, and strengthening the Committee.
 
Website Resource Manager
Website Resource Manager will also be elected at the same meeting following the election of representatives to the DCDP AC and is responsible for maintaining the Precinct Chair section of the DCDP website.
 
Minutes/Reports/Work Products
The Scribe will prepare minutes of all regular meetings and distribute them to all members of the Committee and the DCDP AC. At a minimum, minutes will include date and times of the meeting, motions made and the vote for/against each, the members attending, and any others attending. In the absence of the Scribe, the Chair may appoint anyone attending the meeting as the Scribe for that meeting.
 
The PCM Committee Chair will provide a written Committee report to the Advisory Council prior to its meetings.
 
Task Management
Tasks and projects will be reported to the Strategic Planning Committee with a start date and end date (if applicable) and person(s) responsible. Completion of tasks or revised completion dates will be reported to the SPC in a timely manner.
 
Meeting Logistics
Meeting Frequency – The regular meetings of the PCM Committee are the 2nd Wednesday of odd-numbered months (January, March, May, July, September and November) at 7:00 pm at the Party Office.
 
Meeting Announcement – PCM Committee regular meetings will be announced via the Yahoo Group email list.
 
Meeting Cancellation – In the event a meeting cancellation is necessary, an announcement shall be made to the Yahoo Group with as much advance notice as possible. If there is short notice, extra efforts should be made (telephone calls) to contact members to avoid an unnecessary trip. Cancellations should be rare.
